Holger Baer in this thread on comp.databases.oracle.server pointed out the following issue if you install Failsafe on windows 2003.

Symptoms

After the installation of Fail Safe on a Windows cluster, other OS users are unable to perform OS operations such as Search, Drag/Drop, etc. Some other software may appear to be missing or in need of reinstallation.

Cause

The OS user installing Fail Safe is added to the DCOM Access list as an explicit addition. As a result, all implicit permissions for all other OS users are revoked. This is explained in Microsoft Knowledge Base Article 274696: "Actions Such as Search and Drag and Drop Do Not Work Because the Default Access Permissions Have Been Changed in the Dcomcnfg.exe Tool"

This is from Note 280105.1 on metalink. I have to say I really dislike this note for the wording above - This is explained in Microsoft Knowledge Base Article 274696 because - er it isn't. The article referred to (here) explains what happens if you run the dconcnfg.exe executable. Failsafe isn't mentioned once. Note 280105.1 should stop at The OS user installing Fail Safe is added to the DCOM Access list as an explicit addition. As a result, all implicit permissions for all other OS users are revoked.
